a friend found this dog near Stadium Lofts Apartments (Stadium Way) tied to a lamp post with a leash and food this morning in the freezing cold. He looks recently groomed, and is chipped. A message was left with the phone number on the chip but no response yet. Not sure what the story is. Does anyone recognize this dog? Should he be returned if he was left stranded in the freezing cold? He is very sweet and understandably scared.
