This cat does have a collar that is falling apart and no tag. I believe it is a female. She has been at our house numerous times. At first I thought she had an owner, but the cat appears very hungry, wants in our house, and has a few scratches/ not well groomed.

Very small cat found in road. Will take it tomorrow to check if there is a microchip. I can not keep this cat, is there any resources for fostering that I can look into for them?
