*Dog in picture is only a close resemblance, did not get a picture myself* Male medium sized dog with black fur with a white belly, wearing a off green collar that read “XANDER” and listed a phone number, the only digits of which I saw were the last four: 3332. Seemed interested in people but skittish, became concerned and eventually fled when I attempted to approach to read phone number. Eyes watering, was panting and seeking water.
