Did anyone lost a yorkie 16th and central?

I believe he is a senior dog. Not chipped. No teeth or tail. But he is such a good dog. He listens well, potty trained, and loves to be loved up on.

I do feel he’s either been abused or neglected for some time because he gets so skittish it breaks my heart 🥺 I wish I can keep him but I have animals of my own. However I will be very cautious on who claims this dog. He’s soo good that he must go to a good home!!! Please help! ( proof of ownership required )
