i found his microchip information and he is registered. his name used to be Tober in the shelter before he was adopted and it never got transferred over to his new name (Dobby)

I found this shitzu this morning 38/boulevard in the pouring rain walking in the middle of the street. Took him to my vet to be checked for a chip and no luck. He’s super matted and we can’t even see his face or eyes. I’m committed to helping him but don’t know how. My vet can’t fully check him out until Thursday. Anyone looking for him? Two dogs were together running around the neighborhood. One was a bully breed (grey). The other was the leader and made the decisions, this dog was black brown and white, taller than the bully, maybe a beagle mix?
