The dog was found wandering through the streets on Millersville road by the Milky Way Complex. His fur is brown/black and he looks to be a German Shepard mix of some kind. He was very scared of any sudden movement or anyone getting to close at first. He had a collar on but no tags and an old broken tie out cable was still connected to his collar. He liked to be pretty malnourished and was very hungry. He wanted some of the food and treats I had and followed me for them, but once I pulled out a leash he began to show aggression with growling and barking.
